Please use the information in this memo to identify airport Pb monitoring sites that exceed 0.5 tons/year. Additional monitoring sites may be needed at airports that emit less than 0.5 tons/year, but are near other Pb stationary sources ("clusters"), which collectively exceed 0.5 tons/year, as I discussed in my last email. The States will have to determine if such clusters also need to be monitored. Contact me if you want to discuss this further.
